Operations App users must have the "Allow Surcharge Override" permission under X Dispatch Functions > Orders enabled. See Users (Classic Operations App).

Go to On Demand > Orders.
Select the order you would like to modify.
Go to the Charges tab. See Orders - New / Edit Order.
Edit the Price of the surcharge(s).
